Legal definition of Delict:
DELICT: The act by which one person, by fraud or malignity, causes some damage or tort to some other. In its most enlarged sense, it includes all kinds of crimes and misdemeanors; even the injury caused by another, either voluntarily or accidentally without evil intention.
Parking in your own spot IS NOT a delict/offense!

The 100 per hour rule was imposed by Bukit Jalil developer not the committee. They changed it to RM 100 per day but if you are observant enough, you should notice the original board or RM 100 per hour sign. The 4 hour parking is to prevent friends of students staying here from parking here and go over IMU for lectures and stuff. That is why previous visitors parking were always occupied. They are legitimate visitors, just not to visit. So, I think if you have any better idea preventing this, the committee would be very happy hearing and implementing it. Thanks

That's what i said... if you want to catch the rat, you don't need to burn down the whole house I totally agree that we need to discipline the parking culprits. We can write down the plate no and ban them out of covillea and get the respective unit resident to be responsible for this. I think we all should meet and talk about this.

I do understand ur point. Well, I can't agree the 4 hour rule is good but it is working for now. We do need to talk of a better solution but if u have any idea do share it out. Perhaps some improvement to this is after 7pm, parking can be for 6 hours rather than 4 or something, I'm not sure.

My opinion, we should give option to extend another 4 hours with reasonable explanation and under certain conditions. Currently i don't have in my mind, but we can think together on the suitable conditions which still can protect us from the abusiveness and the other hand will make our life here easier as well.

how many visitor car parking lots are there in covillea? at least 30 i presume?
RM100 clamping fees. no comment. generally standard fees around town is RM50. Idea is not to make money but to discipline and educate and prevent future recurrences. but clamping ought to be done only as last resort and subject to complaints raised by owners on their spot. i feel that management should not have the right to play police on other's private property.
chinmi, you seems to be sitting on the committee from your statement. is that true? well there's always 2 sides of the story and i always salute members who serve rather than being a NATO (me included). I have stressed that i shall not participate in any committee as it would not be fair for others since i am not a resident in the development. however i would be glad to share my views for whatever worth it may be.
technically, students parking on owner's visitor spot is technically not wrong nor illegal. i admit it might pose a problem to genuine visitors hence my questions of number of bays. perhaps, an idea of separating short term parking and long term parking. say 30 bays, to allocate 25% bays for long term parking and 75% bays for short term parking? my definition of short would be same day in and same day out.

On the parking issue, before clamping was being introduced, there were warning letters issued to offenders first. There were as many as 4 to the same person and it didn't work for the stubborn ones. There was even one tenant that is very rich who kept on paying RM 100 due to her tendency to park just anyway she likes. And as you can see here, the offenders are the same people usually.
I didn't count the number of parking bays. And yes, I am on the committee side. My personal opinion is that those who volunteered to hands-on always deserved to be applauded and appreciated. (They are a few committee members who are only there as a name but I am siding those who are not just sitting there) We suggest, they make it work. I can see how hard they work to try to make Covillea a better place on their own time, not being paid. I am a technical person too and my every extra hour is paid.
Yes, while their decision might not be the best (it is working a bit at least) but they don't deserve angry retaliation and angry words from others right? As I mentioned before (not you of course), why instead of complaints using angry words, why not give some suggestion to the management on the issue that one felt is being handed wrongly? I think after a person did something that he thinks is good, then someone go and scold that person, wouldn't it back-fire? Please do not misunderstood, I am not putting blame. Just that, I think we are all educated that we can handle issues in a better way.
Anyway kochin, I think your suggestion on the percentage of car-park can work. Let me tell them and then this might hopefully help? If you have any other idea, please do post here as well.
